Hi Dave - thanks for the roundup. On your last point about what's happening
already ... how can we map and encourage existing on-the-ground activity?

How easy would it be to enable a self-registering bottom-up EOI for digital
mentors and DM projects, so we ended up with a G-map? Then bidders could for
demonstrator partners, and DCLG could think about how to cultivate the whole
landscape.
