I like the idea of a 'bid-free zone' for posting ideas & comments on the key issues of this initiative.

Perhaps we should see this space as an 'influencing tool', as clearly any of the consortia that evolve will read the posts & would be foolish not to take on board the most pertinent points from an informed source such as this.
